My friends were studied at both National University of Singapore and Nanyang Technological University ( one for Bachelor degree and the other one for master degree). I have friends in both places too. I think both of them are good. But I think that NUS is better with more practical knowledge and projects. At my time, NTU was more heavy in theory and less practice compared with NUS. Note: I studied at NTU School of Computer Engineering for my Bachelor degree and NUS School of Computing.

Class 12 marks have no weightage in the preparation of JEE Main ranks. But for the college eligibility criteria, a candidate must have passed the 10+2 examination or its equivalent with at least 75% marks (or be in the top 20 percentile in the respective board) in the qualifying examination. This includes the marks obtained in both theory and practical exams.

You can improve your Class 12th marks of Kerala State Board through the National Institute of Open Schooling NIOS system by these few steps as per my knowledge firstly you enrol in the NIOS board for Class 12th examination. Choose the subjects that you want to appear for improvement. Study the syllabus thoroughly and prepare well for the exams and attempt the exams and score higher marks than your previous scores. Once you receive your improved marks from NIOS you can submit them to the concerned authorities of Kerala State Board. The basic eligibility criteria is to pass 12th with Science stream from a recognised board. So, you can pursue B.Sc. In Computer Science. There are other streams as well where you can apply. Since you are from PCB stream, so you can go for medical related fields.

The actual date or tentative date will be released by CBSE after successfully completion of Exams. Basically, it takes around 1 -2 months to declare the result.

As for government. Engineering college the candidate must be appeared in respective government Engineering entrance exam. For most of the government. Colleges JEE Mains is sufficient. But some colleges conduct their own entrance exams. Like WBJEE COMEDK etc. Now some private engineering colleges can give admission based on 12th marks. But through JEE Mains you can also get good private college. B.Tech from CSE is top notch branch nowadays so your child has to grind hard to present his skills and get admission in superb college.

Yes you can. You can take History at graduation level even if not having it at 12th.
You can take History at graduation level irrespective of whatever subjects you had in 12th .
