If you want only for PU education, then I think RISE PU College would be the best for you. For CA, there are no colleges.
You need to prepare for it from coaching and material provided by ICAI.

Yes, you can pursue CA. Your percentage doesn't matter here.
You just need to clear every exam, and you will be awarded CA Certificate.

Eligibility criteria for the same is:
The candidate must hold a Bachelor degree of minimum 3 years duration after class 12, with at least 50% marks or equivalent CGPA (in case of the candidate belonging to SC/ST only passing marks are required. If you think you have interest in Science, then you can continue with that and do B.Sc. or give competitive exam and if you have now no interest in Science, then do something which you think you can do or take admission in other field except Science.
