Instead of taking admission in School for regular study of 12th PCM, you have to opt for NIOS or as a private student for clearing PCM papers. The school will give you admission on the basis of the 10th mark sheet but you have to justify the reason for the gap instead of saying about 12th Arts.

12th PCM students are not eligible for NEET. You have to clear the Biology paper from NIOS or other boards for NEET eligibility.

Looking at the three courses, the best option will B.E. / B.Tech. B.Tech will definitely provide you with a placement. Looking at the other two courses, they will provide you with a job if you do Masters in those courses.
