Yes, you can apply for JEE and engineering course. Engineering is one of the most demanded courses in India. The JHC is following University of Mumbai guidelines for admission and the eligibility criteria of B.Com of University of Mumbai is given below. Eligibility : A candidate eligible for admission to the Bachelor of Commerce Degree Course shall have passed XII standard. Examination of the Maharashtra State Board of Secondary & Higher Secondary Education or its equivalent and secured not less than 35% marks in aggregate at one & the same sitting. So Mathematics is not necessary here for getting admission in B.Com.

Don't worry about courses, just think by your own in which courses you are comfortable and can do best, before that using youtube and Google find out syllabus and courses information regarding several branches and then accordingly make yourself prepared.

As per new education policy of 2020 they've said PCM is not mandatory for engineering. But all around me and all the colleges I've seen they only allow PCM Candidates for engineering.

Yes you can get government college but it will be not very good recognise government college, you can try private college.
