I am not quite sure of Petroleum Engineering programme at UPES but I must say Petroleum Engineering is purely centered on integrated approaches of Sciences and Engineering practices in the Oil & Gas Industry. Its very difficult to get admission in B.Sc. Biotechnology at this percentage. Better to go for improvement option in marks through improvement exams.

You can plan the future with two approaches. One is to pursue traditional courses ( like B.A. ). And prepare for competitive exam along with it. Second is to pursue job oriented courses from good college. As you have humanities in 12th you can explore these courses -
- B.A. ( correct combination and relevant subjects )
- B.A. LL.B. B.A. LL.B
- B.A
- Integrated M. B.A
- Journalism and mass communication courses
I will recommend B.A. LL.B. And prepare for bank exam along with this course. Best wishes.
