Yes, mathematics is a compulsory subject to be taken in case you want to take admission in that institute and also you have to get good marks in the subject to get an upper hand.

Though Indian navy or for that matter any college or company has set the minimum eligibility criteria o be 60 percent in both your class 10th and 12th. So I guess you are not eligible.

No, you have to clear that main subject in which you have failed and only then you would be eligible to get admission in BA LLB in any college.
