Normally, international students will not be allowed to do certificate programs. If you do two year study in Canada, you will be allowed to stay back for three years. If you do one year programme, you will be allowed to stay back for one year only. During this period, you should get a relevant job and then get two year of work permit. And after that, you can apply for PR.

Mostly, all universities provide provisional degree certificate. So, for any reason, if you need degree certificate, then in its place provisional degree can do the job until you get an original degree certificate. So, you can go to your university office and you will get the required information over there.
