Only 40 percent of seats are filled till now and all other including the reserved ones are vacant
Apply for physical counselling for those left-over seats.

Distance education in polytechnic depends upon the university/college you choose. But every institute offers private or part-time course in polytechnic.

I would say it's tough, but not impossible. Wait till the last counselling round, who knows maybe you can get a seat.

Dyal Singh College is better than Ramanujan College as Dyal Singh College provides more facilities and has a good ranking.

Ramanujan College is under construction and some part is renovated. So, I suggest you to not go for Ramanujan college. Commutation method is not suitable. Go for another college which the nearest to you. Delhi University has more than 46 colleges which offer this course.
