In terms of the faculty I would say ABBS is really very good since I am studying in ABBS, faculties are really experienced academically as well as industrial experience. And placement is also decent here in ABBS.

Computer engineering is a combination of computer science and electrical engineering. So, there will be some extra subjects. Other than that, both, CE and CSE are basically the same. To answer your second question - YMCA only offers computer engineering.
