If anyone fails in internal exam it affects their overall grade. 

In any case you are failed in internal examination of a course, you can reappear in the examination of that specific course by giving a penalty amount.

However marks of end semester exam will be carried over the grade of the student entitled for grade obtained by them on passing the examination.
