It's in fact an autonomous scientific body. It has campuses spread across India. It conducts it's own courses in the field of computer hardware and software of various levels like certificate to PG. For some courses it issues the certificate itself while for others each institute in variable has a tie up with the local government university. 

  In view of the foregoing I strongly feel that if you do any course in either Srinagar or in Lucknow it will make no difference whatsoever.
