Yes, you can apply here for MBA after completion of B.Sc from IGNOU in 2014. And as there is no age limit for MBA, a 2014 graduation will not make any difference.

Sorry, in IES one of the primary condition is the competitive examination score. You will find the same with most of the good colleges.

I would ask you to prefer IT in RAIT. It has a lot of job opportunities and most of the electronic students have to work extra in their final year in order to get job in an IT sector as core companies are very selective. From the placement point of view, you should opt for IT.
