Masters that is M.P.Ed can be done only if you have done B.P.Ed. Or B.Sc. In Health and Physical Education or equivalent with atleast 50 percent aggregate marks. If you have done Bachelors degree in some other field then you are not eligible for the degree.

Hello Arul R, these days majority of states in India have decided that Diploma will be equivalent to 12th. If your state too has decided this, then you can take equivalence cert from the institution where you did your Diploma and then pursue any degree that you fancy. Best wishes to you.
