A student in the BC-I category pursuing a BSc Chemistry degree at St. Xavier's College will see different rates based on their school board. Yes, there are many scholarships available. Many are provided by University of Calgary in merit-based. While NITs have decades of "engineering-specific" reputation, the JNU brand is globally iconic. In terms of technical infrastructure, JNU's School of Engineering is newer, so it's still building its placement legacy compared to older NITs. To be eligible for admission in University of Aberdeen Mumbai MSc Artificial Intelligence course, candidates need to have a bachelor's degree from a recognised university (equivalent to a UK 2:2 in computing Science or a closely related discipline). If a student has not received the final Bachelor's degree at the time of submission of MSc application form, then the University of Aberdeen will assess the merit of the candidate based on the marks obtained by him/her up to the last declared semester/year of the undergraduate programme. But the final admission to MSc AI at University of Aberdeen will be subject to submission of the complete qualifying degree results according to the eligibility criteria for MSc Artificial Intelligence.

Yes, a 3-year UG degree from India is valid for the Concordia University admissions. The only requirement is that these dergees should be accredited and with a good GPA.
In these countries, a 4-year degree are standard, the 3-year undergrad degree can still be considered. Sometimes, this requires extra documentation or a strong GMAT or GRE score.
