Yes, BITSAT and COMEDK are the exams conducted by Birla Institute of Technology and Association of private Engineering colleges in Karnataka respectively that are open for all India students. There is no restriction for the students for particular state to appear. I am attaching a link that will give you all the required formation about BITSAT. You can find a similar link for COMEDK. Well, centers like Delhi, Kolkata, and Gandhinagar are having fees near about INR. 16 lacs for your course however other centers like Patna have less fees. I would suggest you to go through the prospectus of NIFT for exact figures, which is easily available on Google. Give a thumbs up, if you find it helpful. All the best.
