Yes, you can get. Admission criteria for all DU colleges are same. The four best marks of class 12th will be considered. It requires your migration certificate, provisional certificate, class 10th mark sheet and others. But, class 10th percentage is not included in the merit and used for DOB purpose only. Your admission is completely based on your class 12th performance.

You have not mentioned the course in which you are interested. The cutoff LSR Delhi is very high and the following courses are suited to your 12th scores:

It is an autonomous institute. It claims to be recognised by government but presents no proof for the claim. What you can do now is to check with University in Mumbai whether it is acceptable to them or not. If you really want to go deep, file an RTI to the Delhi Education Department and ask for the status of NBSE's recognition. If someone is seeking admission, suggest them NIOS (government recognised). http://nbseindia.in/recognition/
