The Institute of Liver and Biliary Sciences (ILBS) is a tertiary care, super-specialty hospital located in Vasant Kunj, New Delhi, India. It was established in 2009 by the Government of the National Capital Territory of Delhi as an autonomous institute. The ILBS is a mono-superspeciality hospital, which means that it provides primarily liver and biliary care.

It offers M.Ch Hepato Pancreato Biliary Surgery for the duration of 3 years.

It has only 6 seats in M.Ch and thus its fees for General is almost Rs 1,60,000.

So, it is expensive.

For getting admission to Delhi Technical University for a Computer Science course without JEE I don't think there is any way. I also cleared JEE with 99.2 percentile and applied for DTU or many of my friends studied CSE in DTU with their JEE Mains rank so, I don't think without a good JEE rank you get admission to DTU CSE branch.
