Normally technical education department of each state puts out a matrix as to diploma holders eligibility to a branch for degree. Perhaps you will have to see webpage of your state's Dept to know legal status.

It actually depends solely on your interest and place of residence but if you would go by institute then chemical engineering at NIT-Warangal is better. However, if you don't prefer chemical then I would suggest EE in NIT-Raipur.
I would suggest you to refer the syllabus of both the disciplines. Whichever you are interested in learning, you go ahead with that one.
NIT-Rourkela is also doing good enough so you can surely join there as it gives a very good scope for students in extracurricular activities and study is also extraordinary. Moreover, it has a nice curriculum with awesome placements and a good package.

You must first check the entry requirements of different universities and thereafter decide where to study, You have to take IELTS or TOEFL for English language requirements. Other tests Iike ACT or SAT is also required and depends on where you want to study. Scholarships are on merit, the better your profile and application, your percentage, etc. better are the chances. These scholarships are also given by the universities itself. First, to get an idea, check some university websites.

Of course you have got quite less score. See, if there are more students who wish to join a particular Institute, obviously cutoff will rise. If less students apply then cut off too gets lowered. I feel you need to select Institute which attracts less students for better chance of getting admission.
