Yes after completion of your Diploma in engineering you can definitely seek admission directly in second year of engineering under what is called as lateral admission procedure. The admissions invariably are based on the marks obtained in the Diploma examination. In almost all the states in India, these admissions are done centrally by what is called as the directorate of technical education of the state. You may apply on their website after going through all the requisite process. Best wishes to you.

1. Logical Reasoning (25%)
2. General Awareness (15%)
3. General English (25%)
4. Data Interpretation (35%)
So from above Logical reasoning, General English and Data Interpretation have the big contribution about 75% in selection of a candidate. Hence these subjects are required more attention. For general awareness daily News paper reading and some GK books can be enough.
