If your aim is clear that you have to become a IAS then don't go for engineering as it takes 4 years to complete with too much study load. Whereas B.A will complete in 3 years and you can freely prepare for UPSC exam alongwith the degree.

No, because UPSC CSE needs more time and concentration. With 9 hours of work you can't study with the same energy.
