You can prepare for IAS after completing class 12th. If you take professional courses like B.Tech, BBA, or MBBS, then you need to concentrate on your graduation because getting a good CGPA in these professional courses is also required.
If you take BA, B.Com or B.Sc, then you can start your preparation from 2nd year, provided that you must get good marks in your graduation.

You can start initial preparations for civil services examination conducted by UPSC from the 1st year of your degree course. But, dedicated training and preparations must be done in the year in which you are planning to appear for the examination. Civil services examination is most competitive examination of India. For SSB interview overall personality development is required. You must focus on extempore, Group discussion, physical strengthening and other psychological tests as required for SSB interview.
