Candidates should have possessed following eligibility criteria defined by IGNOU for B.Ed. Program:
1.Candidates with at least fifty (55) percent marks either in the Bachelors Degree and/or in the Masters Degree in Sciences/Social Sciences/Commerce/Humanity, Bachelors in Engineering or Technology with specialization in Science and Mathematics with 55% marks or any other qualification equivalent thereto, are eligible for admission to the programme (and);The following categories are eligible to be the students of B.Ed. (ODL):
(i) Trained in-service teachers in elementary education (Or);(ii) Candidates who have completed a NCTE

Eligibility:
Candidates with:

Yes, you can. Eligibility for undergraduate courses in IGNOU is normally 12th. I am sure that you have passed 12th hence you should not have any trouble in getting admission. You can always check the eligiblity, if you still have doubts, in the downloadable brochure of IGNOU.
