Anything above 8.5 or 85% is fine but above 9.0 or 90% is preferable. But you should remember one thing that even if you are scoring 100% it's still not necessary that you will get into IIM-C as there are many other criteria which they consider while giving interview calls or final admissions.

Yes, you are eligible to apply. The criteria is you need to have more than 50% aggregate in 10th, 12th and graduation. So if you get a call from them, you will get through if you clear their GD-PI process.

Yes, you can opt for MBA in finance at IIM-C.
PGPEX programme fee for the academic year 2018- 19 will be Rs 22,00,000/- (nonrefundable) or equivalent US$ for one year, plus applicable service tax payable in four installments as follows:
a) By December 23rd 2017 (or last date of acceptance) : Rs.4,00,000/- (1st installment) plus applicable service tax.
b) By April 25 and 26, 2018 (or date of registration) : Rs.5,00,000/- (2nd installment) plus applicable service tax.
c) By July 25, 2018 : Rs.7,00,000/- (3rd installment) plus applicable service tax.
d) By November 28th , 2018 : Rs.6,00,000/- (4th instrumental) plus applicable service tax.

Sorry, but it will be quite difficult for you to get into IIM-A and B. As C doesn't have a graduation criteria (i.e. zero weightage to graduation score) it would be your best shot. Additionally, I would not suggest you to go to any of the IIMs as then you would be competing for jobs with the best profiles of the country, and this might dilute your profile and competition. But, it is your choice at the end.

Your chances seem quite decent. I would suggest you use Shiksha's Call Predictor to get a better idea of what different CAT percentiles would do for your chances to get a call. By the way, NITIE and IIM A, B and C are quite different. NITIE has a much stronger focus on operations while IIMs don't focus at all on operations (even the roles in operations are quite limited).
