With a score of 69%, you do not qualify for B.Tech courses. You can consider state engineering colleges or private colleges, which have lower cutoff requirements. IIT Dhanbad accepts admission based on the scoring in JEE Main and JEE Advanced entrance exams followed by JoSAA counselling. This is the only criterion for admission to a BTech course at IITs. Candidates shall check the eligibility conditions carefully. In order to apply, students need to fill out JEE Main application form.

The eligibility criteria for MTech course at IIT Dhanbad is Bachelor's degree in Engineering or equivalent or a Master's degree in Science/Arts/Commerce with at least 60% aggregate or CGPA/CPI of 6.0 in 10 point scale (55% aggregate or 5.5 CGPA for SC/ST). Also, candidates need to clear the entrance exam for IIT Dhanbad MTech admissions. The entrance exams accepted is GATE.

To be eligible for BTech programmes, candidates must have completed Class 12 with 75% aggregate (65 per cent for SC/ST). Moreover, if the candidates want to apply for BTech and Integrated MTech at IIT ISM Dhanbad, then they can apply via JEE Main followed by JEE Advanced application. The JEE Main application process consists of three steps, i.e. , registration, form filling & documents upload followed by payment of application fees.
