With 54 marks you will not get a seat in any NIT as the score is not for the colleges you want to join. So try for IIITs to have better opportunities.

Yes, if you have equivalent Diploma in the same branch which you want to pursue. The admission process however is centralized for entire state and is under ACPC. You have a great CGPA in diploma go through ACPC site.

In my opinion, VIT Vellore is better for mechanical engineering than Nirma University because VIT provides good course curriculum and good mechanical faculty members also.

Both are good colleges for chemical engineering. You can choose accordingly.
According to me DDU is best for chemical engineering.

You can directly get into M.Tech research after your three year's Diploma with the mentioned 50% minimum qualifying marks.

Sorry, but you will not be able to get into Nirma Unversity with these marks. Though the selection is dynamic and dependent upon the students applying for it and hence changes every year, still the cutoff for CSE/IT is around 2k and the least non-technical branches is around 80k.
