Hi Sandip, apart from having a very good academic record, you have to take the GRE and TOEFL and have a very strong all-rounded profile. These are some of the top ranked universities and very difficult to get into. There is no single way to get admission.

Yes, you can apply for MA international relations. You need to score 50% in graduation and appear for the entrance test conducted by the university.
