Yes, final year students can apply for admission as well as exams. Admission will be on provisional bases. This means that a student has to provide a passing certificate after the results.

Work experience is generally not required for admission in Indian colleges. Some universities abroad might have different requirements. Check official website of the college to make sure. Work experience gives an advantage during admission.
