It's just bad luck. The registration process for JEE Advanced has already begun and is expected to close in few days. At this juncture, I am afraid there is no solution. Just apply for this exam from general category if you are eligible. Else take a break of one year, prepare for JEE Mains and Advanced, fill up forms online correctly and hope for the best.

Some tips to score good marks in IIT-JEE Mains exam are-
1. Do smart work rather than hard work.
2. Optional - Join any good coaching institute for the preparation of JEE exam.
3. Solve NCERT problems.
4. Solve Reference books problems also.

You can only participate in the state counseling of state for which you have domicile and a valid address proof.
