Go with fee waiver admission in which you need not to give tuition fee which is almost INR 1 Lacs, save money because every college in Delhi NCR are same and everyone have some degree.

Waste of money in doing engineering or, if more interested in doing engineering you must prepare for IIT or NITs, otherwise don't do engineering it Is my personal suggestion.

Yes, you can take admission, but I request you not to take admission in any of AKTU affiliated colleges.
