You can always apply to good private institutions, forms are not an issue there. Also the CUET this year forms are not out, so you can fill those out if you want to get admission in DU or Jamia law or BHU law

Yes, undoubtedly, but you would have to start from the beginning i. e. from the first year again and provided obviously that you are able to crack the entrance exam of that NLU. There was a time when a few colleges ran such an arrangement along with NLUs, such as GLC-NUSRL, but I think such a practice has been put to halt. Good luck.
