No, Sree Narayana Guru College of Legal Studies, Kollam does not offers 3-years LLB. It is most probably of 5 years and 2 years of LLM program.

Yes -for LLB 3 year admission most universities in India asked you to fill in aggregate marks of all three years of your graduation (fy, sy, ty) because eligibility is based on your overall percentage or CGPA in the degree not just the final year.

In Canada, LLB is not longer no longer offered, it has been replaced by JD ( juris doctor) which is postgraduated professional law degree.
