For M.Com - you need to have B.Com Degree to be able to get admission in Kalina Campus of Delhi University. Passing out year is not a criteria.

I don't think so, because minimum eligibility criteria to get admission in IGNOU is to have a Bachelor's degree in the revenant subject i.e, B.Com. I think, you will have to clear your supplement first and then you can apply for IGNOU.

Yes, you take care that your of getting the degree is different for example if you get BA Degree in 2022, then try getting M.Com degree in 2023.
