Diploma is a residential course.
For the 2nd question, no education goes waste, is all that I can say. Whether it is useful or not is a personal prerogative, given the career choices one has.

Yes, if a candidate has not pursued B.Com from Delhi University, he/she has to appear for an entrance exam. You can find the details about the entrance and admission by clicking here:

You have to give all the exams in which you failed. Only re-appearing of exams will help you to obtain a degree in M.Com from the college.
