If the course is from UGC Approved university, you can apply for UGC NET Test. Eligibility criteria is Post Graduation with 55% Marks from UGC Approved Universities.

You can not do two degree simultaneously in majority of universities unless there is a provision of dual degree in university. Mumbai university does not allow M.Com & MBA simultaneously.
