You can do distance special M.Ed in mental retardation from IGNOU.
Eligibility Criteria-
B.Ed. Special Education or equivalent degree approved by Rehabilitation Council of India with an aggregate of 50% marks in the respective disability area.
2.2 years teaching experience/ professional experience. OR 2 years experience as Headmasters/ Principals/ Special Education functionaries. Programme Fee:Rs 36,000 for the entire programme for entrance test qualified candidates only.

Important dates for IGNOU M.Ed admission:
Application forms will be available: 2nd week of June 2019
Application forms will be accepted: 2nd week of July 2019
Entrance Exam: 2nd week of August 2019
Result published: Last week of August 2019
The general topics covered in the entrance exams are attitude, quantitative analysis, logical reasoning, GK, etc. The university will issue the IGNOU syllabus on their website.

Yes, Karnataka university like Mysore correspondence college, R & R Education foundation offer correspondence M.Ed.

Hi,
Master of Education (M.Ed): Eligibility Criteria Any person who has successfully cleared his Bachelors of Education I. e. B.Ed. from recognised institution with atleast 50% marks is eligible to apply for this course. Students with a B.El.Ed. or BA in Education can also apply to the programme.
Some colleges conduct entrance tests and some select candidates on the basis of cut-off marks. so if you want to take admission in this type of college then you have to apply for the exam and prepare for it.
