While I certainly support the list of the universities mentioned above, I do feel that your academics in your undergrad, GRE & TOEFL besides your strong letter of recommendations & statement of purpose fetches you scholarships. The scholarships comes in different forms at universities at Masters level:
Research Assistant ship
Teaching Assistant ship etc.
The RA & TA is awarded to academically promising students.

Well, you can. Admission to M.Sc. Biotech at St. Xavier, Mumbai is done on the basis of B.Sc marks. You just need to apply there. Here is the link detailing about the course:
