Of course yes. After your M.Sc in biotechnology, you will be eligible for jobs in government labs specialising in any subject related to biotechnology. Maybe you will have to clear relevant exam of UPSC.

The procedure for admission in DU is very simple and you don't need to panic as there is no difference between taking admission in course of M.Sc or M.A. The only thing they need is you must be a graduate in B.Sc. You have to fill up the form for PG admission whichever course you want to take. Also, choose more than one course so that, in the end, you have options if you are eager to pursue your Master's degree from DU only. The admission form will be out on DU's official website (www.du.ac.in). So, always be alert.

As you have not mentioned which graduation programme you are going to apply, I will add both *MS or M.Engineering: There are 2 types of Master's degree programmes (a) MS by research work (b) MS by coursework. Coursework is more like training to get a job, it includes not much research experience. MS research work is more like getting yourself immersed in research and thesis. Here, your lab or research-oriented works are more than coursework basis studies. B.Tech-M.Tech requires 6 years while B.Sc and M.Sc. Biotechnology required 5 years. To join B.Tech, you have to clear the JEE Mains exam while there is no entrance exam for B.Sc Biotechnology.
