Canada is full of opportunities. But for an international student it is always competitive. Target a top university in Canada for better prospects, however a job will depend on your skills and knowledge. Academic performance is important. You can look for jobs in Europe too particularly Germany as it is a hub for mechanical engineering.

Have you started looking out for universities for your Ph.D? If not, start looking and contacting them. The university you plan to apply to must be currently working on the research area you are interested to work. Email the department heads or supervisors to find out. That is the basic process for Ph.D

Since, you say you don't want to do programming. If you are an average programmer, and if you you're better with creative work, then you can head for web design or even VFX/ Animation since there is a huge requirement coming up in that domain.
