It's difficult to predict admission chances with certainty as the cutoff ranks for admission to MANIT Bhopal vary each year depending on several factors such as the number of applicants, the difficulty level of the exam, and the number of available seats. However, based on previous years' cutoffs, it may be possible to get admission to the Computer Science programme at MANIT Bhopal with a rank of 8000 to 10000, especially if you belong to the general category. It is having Accreditation by NAAC in 'A' grade in 2004. It has been Re-accreditation by NAAC in the highest A Grade in Jan 2011. Private medical colleges, after filling up their ranked seats, tend to work on a basis of marks+first come first serve basis. This allows admission for people with unfortunately low grades. I hope you'll get admission in your desired private college.

IIIT Allahabad ECE would be better. Honestly speaking here the colleges we are talking about are of very different standards. Although NIT Silchar is very underrated still it stands nowhere in front of IIIT Allahabad. You will ultimately need to learn concepts of CSE be it any branch in order to be competitive and updated.

400 marks in NEET are less for getting government Medical College using All India quota. As the All India quota cut off usually goes above 500 to get admission in government medical college. But you can get admission in private Medical Colleges easily using your NEET score
But you can try some good private medical college.

Firstly I would say don't go for ECE branch until you are keenly interested into electronics core subjects, because in my personal experience I have seen 90% electronics graduate settling down in IT industry (may be in India core electronics job are less), so if ultimately you have to be in IT industry go for CSE.
