Well, that depends on the University that you are looking for there. Each University will have different eligibility criteria. So what you have to do is check out different universities and find out which University offers the eligibility criteria according to your marks. As for the IELTS any one can apply for IELTS. You graduation marks don't play a role there. All the best.
