You can go for MBA. No problem with that. Since your percentage is very low you can't aim for top niche colleges, you have to settle down in a mediocre college. You first appear for CAT, SNAP or CMAT and look at your score then find out on the basis of percentile which college you can get.

XLRI Jamshedpur is the best institute in India for HR. Other than that, most of the premier institutes which comes under top 20 and offers HR programme are decent enough to join. Try for XLRI, if you can.

Maths is not compulsory, but there will be few subjects, where you will need to use your quantitative ability. So, if you are scared of Maths, then you better think twice before making a decision.
