No, the year when you joined the college means the 1st year fees that you paid remains same for the whole 4.5 years. There will be no decrement or increments in the fees.

First you need to apply for NEET UG exams as it is the only path to get admission in AIIMS and you need to work really very hard to obtain top All India rank to join AIIMS NEW DELHI.
