JEE is not requried for the admission to the BSc program at Elphinstone College, Mumbai. The basic eligibility criteria for the BSc programme is a 10+2 qualification with Mathematics as a subject. No, the fees for undergraduate courses at Elphinstone College, Mumbai are quite reasonable. The course fee ranges from INR 5000 to INR 6000 per annum. So, that makes the Elphinstone, Mumbai not expensive, and apart from that the fee structure also depends on your entrance exam results and the quota that you are joining into the college.
