Yes, transfer of college is possible if the university studying currently gives a No Objection Certificate. Also, its important that the college wanting to enter by the candidate accepts the admission, which also depends on their intake.

Generally, everyone gets a call at 80+ percentile in any exam from Welingkar. But, it's mainly the performance in the interview rounds which would decide your chances of selection. And, 90 percentile is a good score; you can surely expect a call. Good luck.
