Hello Siddharth,
As you have not given any entrance examination, you won't get any government college and your class 12th marks are not good too. So, I recommend you to drop this year and prepare well again. Reappear for class 12th examination to score good marks and then appear for the competitive examination so that you get good government colleges.

The top colleges for pursuing MBA in Pune and Mumbai and also known for their low fee structure are JBIMS and Sydenham (both Mumbai) and PUMBA (Pune). Their tuition fees is below Rs 5 lakhs which is quite affordable as compared to the other colleges.
