Will there be any vacant seats left in all India quota of NEET 2016 counselling? Will they be transferred to state quota?

No, as per the orders dated 20.09.2016 of Supreme court the vacant all India quota seats will not be transferred to state quota till any further order .

Yes, you can apply for all India quota counselling round 2, if you are eligible for it, but remember today is the last date for this. Otherwise, you can apply for your state counselling.
