If you discontinued your research after 2003, then you can view the status of your research at your institute and you may rejoin to complete it. If your research status was removed, then you can apply for admission.

UGC NET Certificate is valid for only 2 years. You can use that Certificate within a period of two years, to search for a position of Assistant Professor or Junior Research Fellowship (JRF).

For doing Ph.D. in Chemistry you should be eligible with your Masters degree with 55%, no need to clear NET exam. So try once otherwise give net exam.
