This Institute located in Hyderabad admits only female students from either Telangana or AP. Prospective student has to register online. I am attaching two links that will give you all the required information about different aspects of the admission process in this institution.

Well there's rank system to get the seat in BPT course and as you're under ST category, you may get a chance to get there. All the best for the entrance.

No, you can't do. You have to wait for a year because the minimum age for PG Diploma should be 20 years.
