There are no minimum marks to qualify JEE Main paper 2. The cut-off is based on the number of aspirants as well as their performance. Only the rank of JEE Main paper 2 is required. According to past year patterns, if you get 70% and above in JEE Mains paper 2 you may get a seat in any NIT.

You haven't mentioned your reservation category, so considering you have a general, you need to get at least 70 - 80 percentile to get qualified for the JEE Mains exam. And, if you want to get into the NITs, then you need to score at least 93 percentile.

No, it is not. You only have to give JEE Mains exam and score a good percentile in it to get a good NIT.

JEE Main percentile below 75 is not enough for getting NITs in asked category. Competition in ST category is very high because of less number of seats. Hence you have to score above 95 percentile in JEE Main for getting NITs.
