Depending on your choice of branch the NITs differ. If you have a NIT in your home state, it's better to apply for it, as more importance for Home state student would be given than other state students.

There may be chances of getting a seat in CSE or Electronic and Electrical branch in any NITs, according to your JEE Rank.

Yes, with 9900 rank, you can get admission in any NIT, but not all branches will be available to you.
